Decentralization's High Potential to Improve Service Delivery

Based on the available evidence, decentralization has already contributed to positive changes in service delivery in education and health in SNNPR. Total enrollment rates and Grade 8 pass rates in poorly performing woredas rose with education expenditure growth, and both also rose with increases in teacher inputs. Repetition rates in poorly performing woredas fell with increases in teacher inputs. The data show that since decentralization started, there has been an equalization of spending measures and pupil-teacher ratios across woredas on the one hand, and an equalization of educational outcomes—with “catching up” of lagging woredas—on the other. The regression results imply that there is a relationship between these two.
